Tom Thumb 4 shows the event coming into its own. The large yard and garage at 603 First Street allows for the hosting of two things, the art and the event. This time "improve the art" became a full blown graffiti fest on the garage. The American Flag theme begins to crop up. For the guest speaker French phenomena "Carlo Rossi" made a surprise visit and entertained guests from his rooftop perch. Needless to say that when the crowd chanted "No Pants!" he obliged. Then he played his harmonica before concluding the address.
